Mr. Victor Locoro is a lecturer in the department of Community and Disability Studies at Kyambogo University, Uganda. With visual impairment since childhood, he represents persons with disabilities on the Uganda National Council for Higher Education – a regulatory and quality assurance body. He served as member of Kyambogo University Governing Council from 2004 to 2012, and member of the Staff Development Committee of Kyambogo University Senate from 2004 to 2017.

Mr. Locoro was the Chairperson of the Kyambogo University Academic Staff Association from 2006 to 2010, and head of his department from 2011 to 2013. In addition to his University posts, he was a member of the Board of Directors and Treasurer of Uganda National Association of the Blind from 2003 to 2015.

Mr. Locoro’s work at Kyambogo University and within the Disability Movement in Uganda, involves training disability professionals and service providers through graduate and undergraduate programs and advocacy. He has won two awards in recognition of his service in this field. Working in the areas of Community-Based Rehabilitation and Disability Inclusive Development, Mr. Locoro has published several papers on disability and rehabilitation.
